This rental office is in the city, not at the airport, but very easy to find and get to on foot / by bus / by car. Driving in Puerto Rico is fun! There are some speedy / reckless drivers, but most people are courteous and alert and tend to actually stay below the speed limit. Roads can be narrow and curvy and sometimes not clearly marked, but it all works out ok.

You definitely need to purchase insurance since PR isn’t covered under most policies. Pay attention to the location of the car rental facility. Make sure to take pictures or video of any existing damage on the vehicle. Even if you’re staying outside of San Juan, I’m not sure purchasing the toll pass is necessary. The tolls are $1 and the pass is $5/day. Unless you’re making multiple trips back and forth, opt out and pay at the end.

You can also drive through the rainforest – an unforgettable experience.
The San Juan Airport (or Luis Muñoz Marín International Airport) is just a few miles from the center of the city. Once you are off the plane, you’ll simply retrieve your rental car from the parking garage, or you can take a shuttle to the rental car desk. This airport provides many options for car rentals including locally own companies like Charlie Car Rental as well as nationally recognized companies such as Hertz or Enterprise.
The roads in San Juan can be a little bumpy and rough. Additionally, their narrowness can be somewhat intimidating to tourists. So, you’ll need to drive with caution even though you are sightseeing. An hour and 45 minutes from arrival to when the vehicle was available to give I thought Security line was bad at the airport but waiting online outside to just get your vehicle. That was the worst only one person working and when the car was registered and handover the keys. I immediately returned back because the vehicle was not in mid conditions for what I was paying and they have to give me another vehicle which took sometimes and after being an hour and 30 minutes, I decided to go and get something to eat. I arrive at 12:30 PM and I got to the hotel around 4 o’clock. When I came back. I got my car took it and left. The return was very quick then I have to wait that long.

On pickup the attendant looked like he'd rather be anywhere but there. The car was kinda beat up - little dings and scratches along with some damaged trim. The car was old enough that it didn't have compatibility with Apple Carplay or Android Auto- an exceptionally basic car for what we paid. I understand that it's the peak of vacation season in PR, but this car was not what I had in mind when I rented. Lesson learned.

I reserved 2 vehicles for pickup at 9AM. I arrived (getting off a cruise ship, time limited) shortly after and was informed they did not have the vehicles available on location. They were waiting for the cars to be delivered to the location and it would be "at least an hour and a half". I had a large group and had to scramble to find another agency with an available vehicle (or two) that would work. In the mean time, I finally heard from Avis at 11:13AM that the vehicles had arrived. It was very frustrating (and expensive) to not have the vehicles from my confirmed reservation available when they should have been. Never again will I trust my travel plans to this PR location of Avis.

They didn’t have a car for me. The customer service at the station was awful. The young lady at the desk couldn’t have cared less about the fact they had no car, despite me booking one. The main depot didn’t even answer the phone to her so she could get an update. I eventually walked out after I was an hour late after my booking time, with no car. So disgusted. I am an ex Avis employee so it’s even worse!
I would have actually loved to receive a car, or been told that I was not going to get picked up because my rental was cancelled due to "overbooking" at least a few hours before I was already confirmed to be waiting for the shuttle driver.

They try to bait and switch their car insurance over personal full coverage car insurance. They don’t have anything posted on their site or within Kayak to notify you. DO NOT TRUST them.
