If you book at airport and they don’t have any cars left. Hop in a taxi and go to another location, they may have some options.

Plan extra time. Pick up the car at the rental car counter was chaos and busy. They did a good job but it was still 1 hour of waiting.

Rent from somewhere you have priority to skip the pickup lines which seem to get slower every time I rent.

If you don't buy the toll pass expect to be sitting in traffic. The non-toll roads get backed up all the time. Otherwise, Norfolk is a very easy town to drive around in.

Rent from Avis, not Budget, they were fast, friendly, and a great over all value.

KAYAK’s top tips for renting a car in Norfolk
Explore the coastal city of Virginia conveniently on your own four wheels and make the most out of your trip to Norfolk with a rental car. Whether discovering the coastline, finding all kinds of different plants in the Botanical Garden, or even going all the way to Virginia Beach, a rental car puts travelers within easy distance of just about everything. Virginia Beach is not even 20 miles from the city and can be reached by car in about 20 minutes.
Pick up a rental car when landing at Norfolk International Airport to get to your next destinations quickly and stress-free. Find the car rental center in the arrivals terminal on level 1 and choose from renowned agencies like Hertz, National, or Alamo. The airport is 7 miles from Norfolk center and can be reached in under 20 minutes via the Norview Avenue and Tidewater Drive.
Reckless driving is considered a severe offense in Norfolk and fines can be very high. Also, as it is considered a criminal offense, it may impact your driver’s license or even show up in your record. Adhering to the speeding limits and driving defensively is therefore pivotal. Make sure to familiarize yourself with speed restrictions on your routes and look out for speed limit signs. Especially on the weekends, traffic law enforcement is executed meticulously and reckless drivers will be pulled over without hesitation.
Winters in Virginia can be harsh and bring lots of snow. As lovely as that is for strolling through the city, especially in the Christmas season, it means you must prepare your vehicle and adapt your driving style accordingly. Make sure the rental car has winter tires and perhaps even snow chains in the trunk. Check the weather forecast and traffic before leaving, and adapt your speed to weather and road conditions when necessary.
Avoid drunk driving when navigating roads after renting a car in Norfolk. Driving under the influence (DUI) in Norfolk is a class one misdemeanor, and you may face up to one year in jail or a $250 fine. Virginia laws allow blood alcohol concentrations of 0.08 or below. Whether you’re a citizen or a visitor, you may face challenges returning the car to the agency and ruin your stay. After serving your jail term or paying fines, it may be difficult for you to rent a car. You are considered not fit to drive, and the authorities suspend your license for a specific period.
An SUV is one of the best vehicles offered by cheap car rentals in Norfolk. Most roads in the city are elevated, making them easy to drive on. In addition, urban roads in town have well-labeled signposts near schools, crossing zones, and pedestrian lanes. However, beware of the streets with heavy traffic and delays before driving your rental car. The best thing about choosing any SUV model is that it's comfortable if you must stay long hours in traffic. You can choose an SUV model from various Norfolk car rentals, including Budget, Enterprise, Avis, Hertz, and Payless.
If you need to view the numerous attraction sites in Norfolk, using a rental car is the best. This is because you can find cheap car rentals in Norfolk and make stops in various areas in the city. Again, rental vehicles are fast to drive from one destination to another. However, public transport isn’t adventurous because buses use specific routes and only stop in towns. Besides, they are slower and may be inconvenient. For example, Virginia Zoo is located 2 miles from downtown, and a rental car takes 5 minutes while a bus takes 10 minutes. Another place to go is Pirate Parasail, 18 miles (29km) from the city and takes about 20 minutes.

Honestly the car itself was okay. It was decent on gas which I appreciate. Unfortunately the actual car pick-up at the airport was terrible. When I got to the counter after a long wait on line, I was told I would need to bring the car back early because the drop off location was not open on Sundays. I only reserved the car for appr 48 hours. After I told the representative I couldn't do that, I had to get out of line, call the Hertz 1-800 number and speak to someone about my situation. Russell, the representative, couldn't change my rental without charging me three times what I had already paid. I was not going to do that. I booked the car thinking I would have it for the entire time I rented it for. He then told me to take the car and call to change the drop off location. This took over 30 minutes on the phone! Finally I went back to the counter and was given the car after getting a refund of my original payment and was charged $25 more. The entire process was unnecessary, ridiculous, and cost me time with my family in NC. I will never rent from Hertz and possibly Kayak again. If you're going to rent someone a car make sure the locations are open for pick up and delivery!!!!

I was expecting a "Nissan Versa or similar" , but Dollar put me in a manager's choice vehicle ( despite my protests) - a massive pickup truck that got less than 18 miles a gallon, would not fit in many parking garages, or even in some of the surface Lots. This would have been a great vehicle for towing a fifth wheel, or moving all of your friends in a single trip. But for my business trip, it was ridiculous and I won't be repeating.

Over an hour wait to get your car from the time you checked in. Extremely frustrating as this was for a one way reservation to drive to another airport and catch a flight; so we could not wait. Caused me to have to cancel my reservation because of the extreme delay and rent a car from another vendor last minute for a much higher price.

Got there, they had no cars, Budget lied that more cars would be coming in just a few minutes, so I should wait; no more cars were or did come. Awful experience. It was like the Seinfeld episode; they know how to take the reservation, they don't know how to fill the reservation.

Had a reservation to pick up at 2pm. Plane arrived at 4pm and rental still was not ready. Had to wait an hour before it was ready for us
What could have been better was the fact that I shouldn’t need a major line credit card just to rent a car! I have kids, a verifiable job and still can’t get a car?! That’s insane. If a customer has the money for the amount quoted then I should be able to swipe a debit card or give cash and be able to get the car!

When I arrived at Avis, they simply said “will a pick up truck be acceptable?” I said yes and then she ran my card. At no point did she tell me that she was up charging me versus what I booked. At no point did I sign anything. I was told where to go to pick it up. That was it. I was asked to buy a damage waiver, but there was nothing to indicate pre-existing damage (there was some - in fact the bumper was touching a pillar in the parking garage.) Imagine my surprised when I got a significantly higher than expected bill. Avis did this same thing to my wife a couple months ago. They claimed she agreed to it and produced and electronically signed document.

If they don't have cars, they shouldn't take reservations. When I arrived there was a list of people waiting to get a car for their "reservation." I was looking at 45 minutes just to find out IF they had a car for me. Will not be using Avis again ...
