Don't use Hertz in Shangha !Cons:Although i booked the car for 6:00 am i was able to get a car at 9:00 am. No English spoken at the office, very difficult to communicate. The car I got had a non-Shanghai license plate which has limited access to the city. I asked to change to Shanghai license plate and had to pay extra's, whilst nothing was mentioned during the booking.Reviewed 29 Mar. 2017
