Pickup took almost an hour; car unwashed and dirty inside
Cons: I am very disappointed in my experience with Budget. Pickup of the vehicle took 50 minutes, as there was one man working behind the counter. He was overwhelmed and made several mistakes and needed help from another associate (but no one else was working). Made me bring my bags up and down two flights of stairs due to a mistake. When I finally got my vehicle, it had not been washed on the outside nor had it been vacuumed inside. It was very dirty and I was embarrassed to pick up my friends in it, but so much time had been wasted at the rental pickup that I didn't have the time to get a different vehicle. I took photos of the problems to report to Budget directly. It's hard to imagine renting from Budget again anytime soon.

Pros: Pick up in Albany was decent. The folks are friendly and helpful.
Cons: The car smelled bad - it only had 10,000 miles on it, but smelled like a NYC cab with 200,000 miles on it.

Not really "budget" and filthy on inside
Pros: Pickup and drop off easy - booked one way and has no problem
Cons: The car was overpriced and filthy inside. Most fabric seats were stained and had dirt on them. Also a plastic piece of inside of door was missing.

Pros: I got the vehicle I requested. That's about the extent of my satisfaction; all things considered, it could've been a much better experience.
Cons: The rental office had moved and there was poor signage indicating the pickup location. The vehicle had been sent from the airport location with a "clean" notice to the satellite location. There were papers and candy wrappers, a used dental floss tool, as well as convention literature, name tag and flight information from the previous owner strewn about the passenger area, front and back. Dirt and leaves on the driver floor mat. As I had a 4 hour drive ahead of me, I declined the attendant's offer to fully clean the vehicle and drove off. As soon as I hit the highway, the change oil indicator showed less than 3% life remaining, and was down to zero by the time I left my first destination. The lack of personnel and adequate vehicles at the dropoff meant a 35-40 minute wait to hand the vehicle off. The agent was alone and overworked. During the time I waiting to check out, the phone rang incessantly and was never answered.
